This project involved modernizing permit management and implementing a fully integrated, license plate recognition (LPR) based parking solution for Surrey City Hall, which features an 835-stall underground parkade. The city sought to avoid the congestion and costs associated with gated systems by adopting a gateless, virtual permitting system.
Technology and Implementation
Vista virtual permitting system
12 T2 LUKE II Pay-by-Plate Pay Stations
Mobile LPR enforcement vehicles scanning thousands of plates per hour This system enables real-time verification of permits and payments, eliminates physical permits, and reduces administrative workload by allowing online permit management.
Results and Benefits
Annual operational savings of $18,000, including $6,000 from eliminating physical permits and $12,000 from reduced administration
Capital savings of $750,000 compared to gated systems
Improved traffic flow and lower maintenance costs
Scalable and cost-efficient parking program enhancing operational control and user experience.
